"QUALITY OF LIFE," and the "No Broken Windows" theory, were hallmarks of Rudy Giuliani's mayorship.
Let's keep on making sure the streets are clean, graffiti removed, and POSTERIZING scofflaws fined. Don't let the grifter block the sidewalk with panhandling and leaflet scams.
Enforcing the law is profitable. The city makes money. In most cases, the scofflaw has a real apartment or store and can easily be made to pay the fine. If only someone writes the ticket!

The Witch of 73rd, Sign CHAINED to 73rd and 1st Avenue yesterday, gets told again and again to stop the illegal activity.
