The MATH TUTOR, Asim the Old Asshole.
If you tell him what he does is illegal, he sneers, "Who are you?" If you take down his sign he shouts, "You have no right!"
And he righteously tapes more signs up as if public property is his property. He's easily over 70 years old, and looks like a DIRTY OLD MAN. It's creepy that he can put up illegal signs and try and get his hands on young children as a "tutor."
Do we have another Jerry Sandusky here?
After 5pm and on weekends, this old sicko will scuttle downstairs from his crappy walk-up on 72nd Street and hit the bus shelters near his apartment. If he is in the mood for more of a stroll, every bus shelter from 66th to 86th gets hit.
He prints his signs specifically for bus shelters so that people see his obnoxious message coming...

Why is Asim so obnoxious and arrogant about posting the signs? Seems to be one reason: he's not been fined enough. See the bus in the distance?
Instead of driving off leaving the sign intact, the driver could've taken a moment to pull it, bring it to the depot after his shift, and get a percentage of the fine.
He makes money, the city makes money, and a pest has to cease and desist. Because the fines are not worth it anymore.
The Dept. of Sanitation takes so long to check out a violation that the old bastard's signs are gone by the time they do.
It takes 20 minutes or more to get through the pre-recorded blab at 311, get an operator who even understands the issue, and have that person take down the info. Only to get the usual "someone went by and didn't see any sign" (because it was pulled down by some irate citizen days earlier).
Why not have the 311 website equipped to accept photographic evidence?
Why not, for a repeat offender and scofflaw, get the 19th precinct, a doorman, or someone else to verify a report so that a fine can be issued by Sanitation?
It's been more than a year of "MATH TUTOR" signs on these bus shelters, and dozens of people have filed Internet complaints like this one:
