It's got a CHAIN on it.
"It's MY property. The city can't confiscate MY sign or cut MY chain, because it's MINE."

Logic would say that the 19th Precinct can cut that chain. Transportation can cut that chain. Sanitation can cut that chain.

If you can haul away somebody's CAR, which they might desperately need for work the next day, why not confiscate a damn sign, stick it in the trunk of the police car, and stow it for 30 days with a "$200 fine or we destroy it" notification?

Right now, as a Sanitation official sneered, "Reporting these signs is NOT WORKING." We're all supposed to give up and let stubborn scofflaws win?
