That's what Asim K. the "Math Tutor" demands to know, if anyone stops him when he tapes up his two-sided signs to the bus shelters on the corner of 72nd, near his walk-up lair.
This guy who is not part of the city school system, NOT under any supervision, and puts up signs wanting to get his hands on young kids...keeps right on SCOFFING.

Who are YOU of the Sanitation Department?
WHO calls up "MATH TUTOR" and tells him THE LAW, or WHO hands him a desk appearance ticket for an appearance in court?
The evidence is right here. Today, Saturday, 3:45 pm, and "MATH TUTOR" is at it again.
Surely someone is smart enough to come up with a solution to scofflaws like this. It's money in the pockets of the city. It's good for the neighborhood. Mayor Giuliani knew how important it was to eliminate graffiti, posterizing, "quality of life" outrages, and to make things harder on the racket squad con-jobs of unlicensed "tutors," and computer repair people and "psychic" fortune tellers.
WHO is on the phone in this picture?
The bus driver. He could be calling 911, or the 19th Precinct...he's got five or maybe even ten minutes to kill before he starts up his bus (corner of 72nd and York) and heads across town.
He could be collecting a percentage of the fine that "MATH TUTOR" must pay for turning the bus shelters into his private ad campaign. How much money does the city charge for a real ad on a bus shelter? "MATH TUTOR" gets HIS for free.
Is anyone going to do something about this perpetual scoffing from "MATH TUTOR?"
