"Thank you, Sanitation Department, for clearing the snow so we can CHAIN our ILLEGAL a-frame signs to public property.
We don't care that kids have cut their faces on our jagged metal signs.
We don't care that we impede wheelchair access and hinder the elderly.
The top sign (front and back) is, yes, the 78th and 2nd Avenue pest who NEVER stops.
According to Sanitation, they told the witch to come and remove her illegal sign. She said, "All right, I had NO idea it was illegal." She's been saying this with a straight face for years.
Another sign was chained up by "Mrs. Day," one of the ugliest, nastiest little monsters you'll find this side of a kennel. She has a thuggish low-brown with her so that if anyone complains about her chaining a sign, he's right there to wave a fist. The sign was at 3rd and 78th.
"QUALITY OF LIFE," and the "No Broken Windows" theory, were hallmarks of Rudy Giuliani's mayorship. Let's keep on making sure the streets are clean, graffiti removed, and POSTERIZING scofflaws fined. Don't let the grifter block the sidewalk with panhandling and leaflet scams. Enforcing the law is profitable. The city makes money. In most cases, the scofflaw has a real apartment or store and can easily be made to pay the fine. If only someone writes the ticket!

RAINY MRS DAY - THE MUNCHKIN WITCH IS BAAAACK
Sunday, and two inches of rain fell in New York City.
That didn't stop horrible "Mrs. Day" from chaining her ILLEGAL A-FRAME SIGN TO THE CORNER of 77th and 3rd. As usual. How many fines has she gotten? Not enough.
Yes, the munchkin witch is at it again.
Tell me, Councilman, Policeman, Sanitation Man, do you believe a gruesome little woman can shut her eyes and predict the Super Bowl? Read Tarot Cards or tell you when you'll die?
Of course not.
If this city doesn't allow one-armed bandits or roulette tables, and insists that psychologists be licensed...why allow this rotten con-artist to not only prosper, but scofflaw signs on our sidewalks every day?
People see these signs and figure, "Oh, it must be legit, she must be paying $100 a day or something, like the people who have ads on bus shelters..." No. Not at all.
By NOT giving out fines (which more than pays for the time involved) the city is aiding and abetting the fraud.
