The witch at 425 East 73rd Street and her obnoxious A-frame-placing pal have been at it for over a year. This very same sign:
This is what SANITATION should have seen Saturday, January 26th and 27th, and ticketed. So why didn't it happen?
Here's another "Psychic" at 435 East 75th, blocking sidewalk access, being chained up on random nights and days. Report it and you get, "Gee, we went over and didn't see anything." OR..."We went over and knocked on the door and they wouldn't answer it."
Calls to the 19th Precinct to cut the chain, or have a strong talk to these scofflaws, have been routinely ignored with, "No man power available," "No squad car in the area," "This is not our job,"
Calls placed to "Officer Lynch" at the "Community Affairs" voice mail, were never, ever returned.
Sanitation offers a puny template that only allows 100 words to explain the problem, and doesn't allow for uploading any photos:
One Sanitation officer insisted tickets have been issued, "but we can't do it every day to them. That would be harassment." Asked how many tickets, and if any were paid, the response was, "I don't know, that's not my department."
Meanwhile fake "PSYCHICS" do a cash-business swindling people.
Some communities ban ALL A-Frame signs, whether chained to lamp posts illegally or propped up against the side of a building:
"QUALITY OF LIFE," and the "No Broken Windows" theory, were hallmarks of Rudy Giuliani's mayorship. Let's keep on making sure the streets are clean, graffiti removed, and POSTERIZING scofflaws fined. Don't let the grifter block the sidewalk with panhandling and leaflet scams. Enforcing the law is profitable. The city makes money. In most cases, the scofflaw has a real apartment or store and can easily be made to pay the fine. If only someone writes the ticket!

Saturday Night Sociopath SCOFFLAWS
All an inspector from Sanitation has to do is walk down the street between York and 1st, and there's the "Psychic" sign. It doesn't matter that it's 9pm, dead of winter on January 19th, the creepy "PSYCHIC" continues to drag the A-frame sign out.

Meanwhile just two blocks away, the corner of York and 73rd, and the other neighborhood "Psychic" still has that sign up. Somebody probably tripped over it:

9pm on Saturday night, and Sanitation could make a fast $200 by giving out tickets to the jerks at 435 East 75th and 425 East 73rd ... and making sure that pedestrians don't have to risk injury from illegally chained signs that create hazards.
SCOFF SCOFF every WEEKEND on 73rd
What's new?
Here's OUR TOWN just to document that this was indeed photographed on January 19th.
Nevermind that toddlers can scratch their faces or lose an eye on this jagged metal sign posted just at their level.
Nevermind that with bicycles on the sidewalk, and baby carriages, we don't need to trip over this eyesore as we try to get out of the way of pedestrian traffic.
Nope, THE PSYCHIC stubbornly wants to chain this A-frame sign for phony conjob "readings."

SOCIOPATH "PSYCHIC" Says CRAPPY NEW YEAR!
Yes, the sociopath PSYCHIC of 425 East 73rd has been at it again.
NYC officials told her "Do NOT chain your illegal conjob sign to the light pole on 73rd next to Bareburger Restaurant." It's happened about 50 to 80 times in 2012.
NYC officials also told her NOT chain the sign to the lamp post down the street on 73rd and York.
This sociopath routinely chains it to the lampost on York and 73rd and 1st and 73rd. Alternating the locations seems to confuse Sanitation.
