FACT: the people who disgrace this neighborhood are low-lives involved in the WORST possible activities...from a 79 year-old "Math Tutor" who obviously would not be allowed near any child in any public or private school...to these disgusting "PSYCHICS," the only ones who keep putting up signs and chaining up sandwich boards are people with NO MORALITY.

THEY ARE GREEDY, OBNOXIOUS SOCIOPATHS and they have NO PLACE in this neighborhood.

They should not be ignored, or coddled, or given a break by the 19th Precinct.

He also makes sure to put extra locks on the chain so that nobody can add an extra lock or extra chain and keep the sign on display Monday morning when Sanitation is most likely to have an official come by. SEE:

ASIM K. scored a TRIFECTA on Sunday, some time around 1pm, when he scuttled to the three bus shelters closest to his walk-up lair near the nail salon on 72nd Street, and taped up his pretty-pink (come up to my third floor walk-up, little girl) signs.

79 years old. Told to stop. Supposedly issued a summons. And this is what he does:

ASIM scuttles a few yards away to the DOWNTOWN #31 bus shelter, in front of the Mary Manning Walsh Home, and his dirty work continues.

Then he crawls across the street to the #31 UPTOWN Bus Shelter at 72nd and York to tape up another pretty pink sign for his all-cash come-here-little-girl fetish.

ASIM K. is 79 years old. He is NOT, apparently, welcome to teach ANYWHERE IN THIS CITY. So he puts up signs on bus shelters.

He is the ONLY ONE WHO PUTS SIGNS ON BUS SHELTERS ON THE UPPER EAST SIDE

HE IS THE ONLY ONE DEVIOUS ENOUGH TO DO IT EVERY WEEKEND WHEN HE THINKS NOBODY WILL CATCH HIM.

WHEN THE URGE OVERPOWERS HIM, YES, HE CAN'T HELP HIMSELF, AND HE POSTS ON THE BUS SHELTERS NEAR THE SCHOOL ON 77th AND YORK, USUALLY IN THE LATE AFTERNOON.

19th Precinct to Sanitation Dept: YOU'RE GARBAGE

September 29th, and TWO cars from the 19th Precinct were parked right next to 435 East 75th Street. Right in front of the PSYCHIC sign.

This sign has been reported to Sanitation and the 19th Precinct again. And again. And again.
SCOFF SCOFF SCOFF.

Patrol car 243208 was at the scene. The police were informed. "Would you help out Sanitation, and at least tell this man to take the sign away? Can't you make a note it's there and be the eyes of Sanitation, which is short-handed on a Sunday?"

No. This was followed by a surly demand, "Tell me where, in the penal code, there's a violation."

The 19th Precinct has, in the past month, on a half-dozen phone complaints, offered up all kinds of excuses for NOT helping out the Sanitation Department, ranging from "there's a parade," to "there's a change of shifts," to, believe it or not (believe it, it's been recorded) the suggestion "call 911 about it." Yes, 911, not 311.

HERE'S AN UGLY SIGN YOU CAN'T MISS
The Sanitation Department has one person on patrol on a Saturday...the 19th Precinct has many more. And they were RIGHT THERE. TWO CARS.
NO ACTION.

NO OTHER BUSINESS in this neighborhood puts an ILLEGAL SIGN ON THE SIDEWALK LIKE THIS.
This is a downright disgrace.

It was reported that Asim K. of 72nd Street had received his summons and was going to behave himself.

It didn't take him more than a week or two to return to his compulsion and his scoffing.

School is back in session. And here comes Asim K., out of his spider hole on 72nd Street, and that filthy walk-up apartment he lives in on the South side of the street.

The dirty-looking 79 year-old scuttled over to the bus shelters near the public school, to tape up his "Math Power" tutoring signs in bright, eye-catching pink. The kind an innocent girl might notice with naive delight.

Does he need the money? Probably not. He just wants to get school kids up the three walk-up flights to his lair.

ASIM K., the sociopathic "Math Tutor" hit the bus shelters and went over to D'Agostino on 79th and York, and taped up a sign to their clean, freshly painted wall near the produce section.

That's what sociopaths do. Nobody else puts up signs there, but ASIM K., he does as he pleases as often as he pleases. Until he gets a summons or worse.

Across from 73rd, here's an example of an illegal sign that unfairly blocks the sidewalk. The selfish owners of 73 SESSIONS have taken over most of the sidewalk for their preening outdoor Yuppie dining tables. Not enough: they have to put a sandwich board sign RIGHT in the way of anyone trying to navigate the street

As for the "PSYCHIC" and her husband on 75th? Oh, they figure they own the sidewalk. Having ugly signs on their building isn't enough. They sit in chairs and shout at people to get their fortunes told. They chain up ugly A-Frame signs.

The city tries to protect people from being taken. It's not "caveat emptor" as far as the FDA is concerned, or the BBB, or other members of alphabet organizations.

The latest news on the SCOFFLAWS mentioned below ("PSYCHIC" signs chained to the corners of 1st Avenue on 73rd and 75th, the lunatic "MATH TUTOR" relentessly taping signs to bus shelters).

One of them has been issued a summons by the Sanitation Department.

Another has received a second (and hopefully LAST) warning phone call from a city official.

And since there actually IS at least one person on duty on a weekend from the Sanitation Department, anyone truly "psychic" might determine that it's time to stop the weasel games before there's a POP

Meaning, if it was snowing, or if there was broken glass, would it be up to the PSYCHIC to clean the sidewalk in front of her sign, or Bareburger?

So why the hell is this conjob, this scofflaw, this obnoxious blight to the neighborhood, STILL SCOFFING?

Is it possible that city government officials can't do more than call up a scofflaw and ask "Please stop?"

Is it possible that "after 5pm on the weekends" is really all it takes to get a free pass for illegal behavior?

The Psychic must figure that the city will continue this Alphonse & Gaston act of having Sanitation, Transportation and the Cops all saying, "Sorry, we can't cut a chain, sorry, we can't confiscate a sign (even if we can tow a car that we feel isn't parked the way we like it), sorry, we aren't answering the phone after 5pm, sorry, we don't do anything on the weekend.

Today, the 19th Precinct declared they could not send anyone over, or even alert a patrol car to drive by any time between 5pm and 10pm or 11pm, or call the PSYCHIC and say "unchain the sign," because "of the Dominican Day Parade." In Brooklyn. The 19th Precinct is within walking distance of this Manhattan sign! A phone call could have been made -- or does the 19th Precinct really intend, next week, to go over there, and write up a summons?

This is the city that never sleeps...it just dozes after 5pm on weekends....
