There are brokers fighting each other to get their hands on apartments they can rent or sell. You'd have to own a pretty crappy building to regularly resort to scofflaw signs on lamp posts.

You can imagine what kind of pin-head dirtbag landlord goes crawling around a five block radius taping up these signs EVERY OTHER WEEK
Yes, these signs are regularly placed on Sundays. It seems the crap building involved is such a dump, tenants foolish enough to sign a lease DO NOT RENEW.
So the pin-head dirtbag landlord, or perhaps his grimy stinking super, seems to have to put up these signs EVERY OTHER WEEK
Even though there are plenty of walk-up apartments in the neighborhood, THIS dump is the only one that gets the scofflaw sign treatment.
Usually tenants leave a walk-up because the back fire escapes are easy for thieves, or the front door is always broken, or the place is full of cockroaches and you're lucky if you get water running.
Why reward a scumbag landlord by allowing him to put up these signs...
What stops SCOFFLAWS? For one thing, EFFICIENT ENFORCEMENT
The city shouldn't just rely on 311 calls (which few make because the average complaint of this type takes 20 minutes). Someone should be regularly patrolling, seeing these signs and issuing fines.
Weekends should not be "free posting" days.
Photographic evidence should be allowed. People should be able to upload their pictures as evidence, any time they make a complaint via the NYC.GOV website
